The European Union
The European Union is basically about building walls around the rich countries in Europe and letting the weatlh flow freely within it. A few poor countries are included to supply the labour (come on in, Poland, Hungary) and the rich countries make the profits.
Still, it's a good deal for those who can get in, even to the extent that Turkey wants to consider itself as part of Europe, a stretch of the imagination for the most liberal geographer.
